Background

Economists from CASE Belarus together with specialists from SOS Children’s Villages Belarus have put great efforts in 2013-2104 to approach the issue of orphanage in Belarus by combining economic knowledge and evaluation skills with practical experience in the field of orphans care. The project was funded by PolishAid program.

The project aimed at evaluation of national programs towards orphans in Belarus.

The project brought the following results:

1. The unique expert group was working in 2013-2014 consisting of CASE Belarus economists and SOS Children’s Villages Belarus experts.

2. For the first time in Belarus, the comprehensive and structural evaluation study of national policy towards orphans in Belarus with the usage of economic tools has been conducted.The study is a part of comprehensive report on orphanage in Belarus titled “Socio-economic aspects of orphanage in Belarus” (in Russian language).

3. The experience of Austria, Bulgaria, and Poland in terms of orphanage management has been studied in detail. The study is available as a public report (in Russian language).

4. The recommendations for decision-makers in Belarus have been drawn on improving the quality of policy towards orphans in the country (available in Russian language).

5. Case-studies of 4 different districts in Belarus on the issues of orphans’ pre-care were run. The description of case-studies is available as working material of CASE Belarus (in Russian language).

6. The comparative study of effectiveness of orphans prevention policy in Minsk region was conducted using econometric tools. The description of the methodology of the research along with its results is presented in the case-studies of Belarusian districts (in Russian language)

7. The experience of the Netherlands and Poland in terms of orphanage prevention system was described. The text is available as working material of CASE Belarus (in Russian language).

8. The comprehensive guide of orphanage prevention best practices that can be used in Belarus has been prepared. The guide was published officially in Belarus as a book. To access electronic version of the guide please follow this link.

9.The recommendations for decision-makers in Belarus were drafted on increasing efficiency of orphanage prevention policy in the country (available in Russian language).

10.The series of meetings with beneficiary groups (NGOs and major decision-makers involved into orphans care in Belarus) promoting the results of studies were carried out.

11. The open public discussion on the major issues of orphans care in Belarus was enhanced by the project through consultations, publicly available reports, and media publications.
