“Poverty Belt” in Belarus: Diagnosis, Perspectives and Policy Implications

CASE Belarus analytical report (in Russian, download pdf) presents the results of the pioneering study on the regional disparities. CASE Belarus is the first think tank in Belarus which has analysed the emergence of stagnating areas around fast developing agglomeration centre. The report is divided into 4 parts. In the first one analytical team describes the main directions of the state policy concerning the development of Belarus’ central region. In the parts 2 and 3 CASE Belarus researchers prove the existence of the ‘poverty belt’ around the capital using statistical data and quantitative analysis tools. The fourth part contains conclusions and policy recommendations.
