In 2011 CASE Belarus has been operating the project titled „The support of private passenger transportation companies by activisation of passenger transport associations“ within Polish Aid 2011 programm. The aim of the project is to enhance development of private passenger transportation services in Belarus.

Objectives
The general aim of the project is to enhance development of private passenger transportation services in Belarus.

Specific objectives are the following:
i) To conduct analysis of the most important issues in development of private transportation companies in Belarus, which are chosen as:

— introduction of passenger transportation operators: their status, functions, sources of financing;
— bus stations: ownership status and financial aspects of operaions;
— illegal passenger transportation services;
— introduction of taxi operators: their status, functions, sources of financing.

ii) To formulate the recommedations for effective governmental policies towards solving the highlighted issues.
iii) To provide legal, strategic, and analytical support for associations of private passenger transportation companies.

Background
Sector of passenger transportation services in Belarus is characterized by a few systematic barriers. The most important of them are absence of fair competetion between state-owned and private companies (monopoly of  state-owned companies), non-transparent administrative regulation procedures, and improper legislation. There is a great potential of development of private passenger transportation companies provided they are properly equipped with knowledge and regulatory bodies provide stimulus for them. Existing associations of passenger transport companies actively advocate private companies but they are lack of European experience and analytical support.

Expected outcomes
1. Analytical papers will be drafted describing the most problematic areas of private passenger transportation services.
2. Survey in 17 Belarusian towns and cities will be conducted for collecting the data on illegal passenger transportation services.
3. Experience of European countries will be studied in terms of solving issues and problems discussed.
4. A compendium for private passenger transportatoin companies with legal advices towards more effective work will be prepared and distributed among 3.000 private companies.
5. Recommendations will be provided for policy-makers with instruments for more effective regulations of passenger transportation services.
6. Pack of legal and strategic documents will be prepared for registration of Belarusian Association of Passenger Transporters
7. Results of the project will be distributed among public via media and a final conference.
